Good morning.

As we enter the new week, PAGCOR has confirmed to Asia Gaming Brief that it is studying a proposal to allow land-based casinos to accept bets online, in accordance with requests that it has received from IR operators. This, of course, is largely a response to the Covid pandemic which has hit land-based revenues and provoked a regulatory rethink. Meanwhile, we present the key takeaways from our webinar on bonus abuse, and we also note the keen optimism of the local authorities in Primorye, Russia, who expect great things from their developing Far East gambling hub.

PAGCOR mulls online bets for casinos

The Philippines Amusement and Gaming Corp (PAGCOR) is studying a proposal to allow land-based casinos to accept bets online as operators and the government seek ways to mitigate losses due to Covid-19. The market regulator said in an email response to Asia Gaming Brief that it had received the request from operators in the country during the crisis.  “During the lockdowns this year, proposals from operators of land-based properties to accept bets online from known patrons-only were received by PAGCOR.  Concerned departments are currently conducting studies related to the proposals,” it said, without giving any further details.

Primorye celebrates casino development as NagaCorp construction stalls

Deputy Prime Minister of Primorye Konstantin Shestakov celebrated the results of casino development in the Russian Far East on Friday, even as he revealed that construction at the NagaCorp facility was suspended over the Covid-19 impact. Shestakov explained that the firm had hired contractors from mainland China who have been unable to make their way into Primorye in spite of local government efforts to help them. However, Igor Trofimov, executive director of the Primorsky Krai Development Corporation, asserted that “the situation is now returning to normal, and construction work in Primorye has resumed.”

Bonus abuse seen as booming business

The number of “players” attempting to fraudulently take advantage of sign-on bonuses and other incentives in igaming has risen almost 500 percent over the past three years and is expected to continue to be a major problem.  This was one of the key takeaways from a recent Asia Gaming Webinar, organized together with Transunion, which deploys artificial intelligence and high tech solutions to help detect such instances of fraudulent behavior.
