    Operating since 1979, Universal Entertainment is mainly involved in the planning, development, manufacturing and sales of pachinko and pachislot machines in Japan. In the early 2000s, Universal Entertainment’s founder, Kazuo Okada, became a partner with Steve Wynn in the creation of Wynn Resorts. In 2012, there was a falling out between the partners which led to the forcible sale of Okada’s shares in Wynn Resorts and a long-running lawsuit. These actions were eventually settled in early 2018 after both Okada and Wynn were caught up in their own separate personal scandals. Okada was replaced by Jun Fujimoto at the helm of the company in 2017.

    Universal possesses experience developing a major casino resort project with Okada Manila. However, a number of serious financial and personal scandals enveloped its powerful chairman, Kazuo Okada, and it is unclear what its intentions are in regard to the Japan IR market.

Not long after the doors opened on that crowning achievement, Okada was accused of misappropriating company funds and was dislodged from his position in the company that he founded.
